The Crime and Disorder Act, which received Royal Assent in July 1998, is one of the most significant legislative changes to be made by the present Government, introducing new arrangements to improve community safety and the youth justice system.
The Act places a statutory duty on chief police officers and local authorities (the responsible authorities) to work together to implement a strategy for reducing crime and disorder.
Councils and police are also required to act in co-operation with any police authority, probation committee or health authority, any part of whose area lies within the strategy area, as well as any person or body specified by the Secretary of State.
These innovative tripartite responsibility and cooperation arrangements between police, local government and the broader offender management & health work communities has seen an unprecedented migration of talent between these organizations to achieve a cross pollination of ideas and initiatives.
